The previous Member for Werriwa was John Kerin (ALP) who represented the electorate from 1978 to 1993. He resigned from Parliament on 22 December 1993 and the writ for the by-election was issued on 24 December 1993.

A total of 74 545 electors were enrolled for the Werriwa by-election. The Divisional Returning Officer for Werriwa declared Mark Latham (ALP) as the new Member on 4 February 1994.
